ABC Trade & Investment – All-China Environment Federation Partner to Drive Sri Lanka’s Green Infrastructure and Investment
Landmark agreement establishes strategic framework to channel Chinese technology, engineering expertise, and potential capital into local water and clean-energy projects

ABC Trade & Investments (Pvt) Ltd, a leading homegrown conglomerate in Sri Lanka’s ICT distribution and diversified business landscape, has formally entered into a strategic Memorandum of Understanding (MoU) with the All-China Environment Federation (ACEF). The partnership establishes a collaborative framework aimed at accelerating new-energy development, water management, and environmental protection projects across Sri Lanka.
The agreement bridges advanced Chinese engineering capabilities, equipment, technical expertise, and investment resources with ABC Trade & Investments’ local operational strength, market insight, and project implementation skills. By pairing international technology with on-the-ground execution, the initiative is designed to address Sri Lanka’s long-term environmental and civil infrastructure priorities.
The MoU was signed by Amalrajah Jayaseelan, Director/CEO of ABC Trade & Investment (Pvt) Ltd, and Mr. Shi Xiang, Secretary-General of the Belt & Road Eco-Industry Cooperation Working Committee of ACEF. The signing took place during the China–Sri Lanka Environmental & Energy Exchange and Cooperation Meeting at the Nondescripts Cricket Club Grounds in Colombo, held under the theme “Empower Green Development, Jointly Build a New Pattern of China–Sri Lanka Environmental & Energy Industry.”


Buoyant about the partnership, Amalrajah Jayaseelan, Director/CEO of ABC Trade & Investment (Pvt) Ltd. commented, “ACEF gives us access to a wider network of Chinese environmental and engineering capabilities, while we bring an understanding of local requirements, regulations, and implementation realities. The scope of the cooperation spans a broad spectrum of environmental applications. Priority areas identified for immediate project development include integrated urban and rural water supply and drainage systems, domestic sewage treatment upgrades, industrial park wastewater management, village drinking water purification, distributed renewable energy installations, and clean energy systems linked directly to water infrastructure.
The strategic framework prioritizes long-term technology transfer, localization, and technical capability building. The alliance will facilitate technical seminars, commercial matching, executive business exchanges, and site visits to benchmark facilities in China, enabling ABC’s technical teams to adapt high-efficiency systems for Sri Lanka’s climate and operational needs.

The partnership leverages the complementary strengths of both organizations. ACEF brings a vast network of Chinese enterprises operating across environmental protection, water engineering, renewable energy, and EPC (Engineering, Procurement, and Construction) investment. ABC Trade & Investments contributes a nationwide service infrastructure and specialized expertise through its Water Science Division, which provides end-to-end management spanning consultation, solution design, equipment supply, installation, commissioning, and long-term Operation & Maintenance (O&M).
The MoU establishes a structured, long-term cooperation framework under which individual commercial and technical projects will be identified, evaluated, and contracted independently. By matching proven environmental technologies with local realities, ABC Trade & Investments and ACEF aim to build practical, scalable infrastructure solutions that support sustainable development throughout Sri Lanka.
